Aktar was born in Muğla in 1920 and graduated from DGS Academy Interior Architecture Department. He continued his studies at MODERNO architecture bureau that he founded with Architect Fazıl Aysu. MODERNO is considered as one of the pioneers of Turkish design history with its furniture production as well as project services. Mr. Aktar gave various lectures at the U.E.S.Y. school. Throughout his career he emphasized the coherence between interior architecture and architecture, and became one of the leading interior architects of his time with detail analysis and modern material preferences in his projects. Some of his projects are; Eczacıbaşı Pharmaceutical Plant, Kula Textile Outlet/ Elmadağ, Ziraat Bank Moda/Kadıköy Branches, İş Bank Ankara Branch, Association of Journalists/ Cağaloğlu, Turkish Automobile Company/Şişli, Chamber of Industry/ Tepebaşı, Chamber of Industry Cidde Permanent Exhibition, Yeşilköy Airport Reception Room, Istanbul Municipality Meeting and Reception Halls, Ministry of Labor Pavilion/ İzmir, Bursa Chamber of Industry and Commerce and Organized Industrial Zone Directorate, Hektaş Pesticides Bureau Design/Kadıköy.
